It contains an anecdote about Choi Seok, who rejected the custom of giving eight horses to a magistrate who finished his term, and returned the received horses along with a foal born during his term in office, thereby eliminating the abuse. The moved local people named it the 'Palmabi Stele' to honor his spirit.
Destroyed during the Jeongyu War, it was rebuilt in 1617 by magistrate Yi Sugwang and designated as a Treasure in 2021. It has a unique shape with a rounded top without a roof stone and lotus patterns carved on the pedestal, giving it high historical and artistic value. As a symbol of an upright public official, it remains the pride of Suncheon citizens today.
